is it agenst tm2020 tos to apply a texture mod overall and if not and if its possible how do you do it  
so i have been having an issue diffrientating between ice and concrete. i am wondering if there is a way to change the default texture of ice to be a bit more blue and if it will be agenst tm tos.

I don't think its against TOS. At least the game gives you a way to do it by default. You can use the ModWork folder for this. It applies the modified textures to every map you drive. Not that it also overrides track-specific mods if a mapper has added one to their map.
