What about scenery? If the player isn't meant to drive on it, can those blocks be placed normally or should the scenery be rotated as well? Yes i updated the rule about that to make it easier for everybody. The scenery is not ruled, so you can do...

does anything flat-to-banked or flat-to-half-banked need to be tilted or can those be placed as normal? Yes it can
